Request for Expressions of Interest: Design and Supervision Engineering Services for the four Commercial Irrigated Horticulture schemes

The Ministry of Finance and Development Planning, through the Sustainable Irrigated Horticulture, Health and Business Development Programme, invites eligible consulting firms to provide design and supervision engineering services for four irrigation schemes under the Commercial Irrigated Horticulture (CIH) project: Phamong, Tsoili-Tsoili, Manka and Likhakeng. Reference SIHHBDP/CIH/C001/QCBS/2026 (quality and cost based selection).

The work covers updating the detailed designs, environmental and social management plans, procurement support, construction supervision and contract administration, operations and maintenance support, and the defects liability period. Firms need at least 15 years of experience in irrigation and water infrastructure, available financial capacity of at least USD 150,000, and three similar assignments in the last ten years.

Request the detailed scope by 10 November 2026 (4:30 pm); send clarification questions by 4 November. The deadline for submission is 12 November 2026, 1:30 pm SAST.

Applications are for consulting firms, scored out of 16 points; only firms scoring at least 12 are shortlisted. Submissions are addressed to the Acting Chief Executive Officer, SIHHBDP-PIU, 3rd Floor, Letsie Office Park, Constitution Road, Maseru 100, by email only. The password for the PDF is sent separately after the stated time, and late submissions are not accepted. The PIU may accept or reject any or all expressions of interest.
